Adsense in a frame?

Are google ads placed in some sort of a frame? Because if you put your mouse over it and use a scroller to slowly scroll it will slightly move the ad.

It didn't move on mine - I'm using IE and XP on my home laptop.

it does with me. not on all sites but on quite a lot of them. im using xp and mozilla. perhaps its a browser thing
