if i was to set up a dhtml menu would the search engines be able to follow the links?

also are there any browser versions/types i need to consider when creating a dhtml menu if yes, which ones should i aim for if its not compatible with all?

Nope, SE's wont see your menus. You usually use menu's to reduce clutter of semi-abundant items. Like a SE would never need access to a user control panel, so you might want to stick links related to user preferences into a menu.

As for browsers, just about everything. Then you have to make up for the browsers that can't handle the menus and just print the menus by themself.

The toughest thing is how to work around the browser differences. You should research the difference browser DOMs.
